The Metropolitan Transportation Plan (MTP) for the Bel-O-Mar Transportation Study (Belomar) is developed with input from local stakeholders, partner agencies, and the public. The plan identifies long-term transportation needs and priorities to support the safe, efficient movement of people and goods throughout the region. The Belomar study area includes Belmont County in Ohio and Ohio and Marshall Counties in West Virginia. The draft 2050 MTP is now available for public review and comment.

Public Notice

The Bel-O-Mar Regional Council’s Transportation Study (Belomar), the designated Metropolitan Planning Organization (MPO) for Belmont County, Ohio, and Ohio and Marshall Counties, West Virginia, has prepared a draft 2050 Metropolitan Transportation Plan (MTP). The plan addresses regional transportation needs and fulfills federal planning requirements for a continuing, cooperative, and comprehensive transportation planning process.

Belomar openly collects continuous public comments on all its products. However, official public comments on the draft 2050 Metropolitan Transportation Plan will be collected and presented to decision-makers if received no later than the deadline:

June 16th, 2026 Noon (12:00 PM)
