The Transportation Improvement Program (TIP) for the Bel-O-Mar Transportation Study (Belomar) outlines transportation projects and programs scheduled for obligation of funds during the upcoming fiscal year and the four year period. The TIP follows a fiscal year beginning on July 1.
The Belomar metropolitan transportation planning area includes Belmont County, Ohio; and Ohio and Marshall Counties in West Virginia. This area is defined by the full county boundaries of those that contain any portion of the U.S. Census-designated Wheeling, WV-OH Urban Area. Urbanized areas with populations of 50,000 or more are federally required to maintain a transparent planning and programming process for federally funded and regionally significant transportation projects.
All transportation projects, including highway or transit, that meet a threshold must be approved by local elected officials or their designated representatives. This document, and its public availability, is a key part of that process. The TIP is the result of a collaborative effort among the Ohio Department of Transportation (ODOT), West Virginia Department of Transportation (WVDOT), Ohio Valley and Eastern Ohio Regional Transit Authorities (OVRTA/EORTA), Belomar, local municipalities, the public, and interested parties, under the oversight of the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA).
The document displays all federally funded and regionally significant transportation projects including highways, streets, roads, buses, intersections, sidewalks, trails, transit, traffic signals, signage renovations, and more. The document describes in detail the process to TIP programming and provides opportunity for public comment. Public comments are always welcome on the contents of the TIP or its successive amendments and administrative modifications through the Open Comment Portal or by mailing written comments to the Belomar office.
